"Windows cannot find" error after cleaning with Tuneup

I recently cleaned my laptop Win 10 OS Windows 10, version 1803 OS Build 17134.191 thru tune-up and also thru windows disk clean up and defragmented my C drive and registry.

Everything was fine but now I'm unable to open PDF thru adobe reader although PDFs are being opened with other readers Eg. Edge, Nitro.

And also unable to open opera browser but Firefox and edge browsers are working fine

It keeps displaying this error (screenshot attached) and doesn't make any sense.

How can I resolve it? I uninstalled deleted Adobe folders from Local, Roaming, and program files restarted and reinstalled even tried checking in compatibility Win 8 and run as administrator. Still no luck.

    Please perform the following steps:

    1) Open administrative command prompt and type or copy and paste:
    2) sfc /scannow
    3) dism /online /cleanup-image /restorehealth
    4) chkdsk /scan
    5) net user test /add
    6) When these have completed > right click on the top bar or title bar of the administrative command prompt box > left click on edit then select all > right click on the top bar again > left click on edit then copy > paste into the thread
    7) shutdown /r
    8) When the computer reboots logon with the new user named test
    9) Open the software that you had had problems with and report the results into the thread

    10) Update the specs in the "My Computer" section:

    Thank you for your reply

If I change my username to test maybe all the other programs might get affected? I tried the system restore to an earlier date it won't restore keeps displaying 000000x error and blames antivirus is active.

There should be no problems adding the new user.
The new user can be deleted.
The purpose of adding the new user is to see if the current user has corruption.

List all of the antivirus/firewall software on the computer (always on and manual)

With the new user open programs that were problematic for the main user and compare. Are they the same or different?

When available please post the results of the administrative command prompt commands.
