    I'm trying to rename this file but it won't let me. I close everything out and it still won't let me rename the file. In Windows 7 I never had this problem?

    I've seen the same issue and usually rebooting allowed it because a program that was supposedly using it got closed. The same may be possible using Task Manager to End Task on whatever may be open. In extreme circumstances I've booted a Linux LiveDVD and done it without Windows running.

    Use task manager to see if there is a program using it. If not, try to close/restart explorer.exe If that fails, restart.

    I rebooted but that didn't work so maybe I need to just shut is down for 10 seconds but I don't want to do that every time I change a name of a folder. I don't know where to look in task manager so could someone tell me?

    --- We may need to determine what is the issue: "rename this file" or "every time I change a name of a folder"

    For now, shut the computer down completely. You mention 10 seconds, some computers take more than 10 seconds so make sure the computer is completely shut down and wait another 10 seconds.

    Let us know the results after you start back up.

    Have you tried opening Control Panel > Network and Sharing Centre > Change Adapter Settings.
