Windows 10: Is there a way to disable unused devices?

Is there a way to disable unused devices?

I ask this to check if this is what is happening to my Insider preview updates.
I have a Win 10 Pro desktop 1803 in which I run multiple VirtualBox VMs one is my Insider Preview build for the Fast Ring another is one for the Insider preview Skip Ahead.
What is happening is that the latest update build 17666 fails to install because at some point when it requires an input from me, such as Restart Now, I am unable do so as my USB mouse is frozen, at the same time the USB keyboard is frozen as well. The nett result of this that I am unable to complete the updates.
I have a vague memory that there is an option which permits the O/S to disable devices , presumably to save power. I winder if this is happening when I am waiting long and longer for the update to finish.

I have changed the mouse and keyboard, I have changed the port they are connected to but am at a loss to understand why the devices work perfectly well while being used but fail to work when left unused for a length of time.

Check in Device Manager to see if you have the power management options set to turn off the devices to save power. If so uncheck this option and see if it makes a difference.

I have and found that the USB selective suspend option was enabled. I also found that the Hard disk had the 'turn off after' 20 minutes set. I have disabled the USB selective suspend and changed the hard disk setting to never.
I tried running the update again and it failed freezing the mouse as before.
    Thanks for your response.
I have the answer to my question but it does not solve the problem.
I am going to try a clean install of 1803 and then enrol again in the insider preview to check the 17666 update.
