Windows Update fails with Error 0x80070015

I have been trying to solve this issue for quite some time. I have had to install the regular KB updates manually for months. To this point I have (Many times) ran the Windows Update troubleshooter, All of the DISM commands, System File Checker (sfc.exe), check disk, stopped and restarted windows update services, disabled my antivirus software, cleared the windows update cache and renamed the software distribution folders. I am stumped. The only thing I have not done is reinstall Windows 10. Any help would be greatly appreciated.

I have some additional information on the above issue.
When I look at the Installed Updates section in settings, I see a different error code. It says:
Last failed install attempt on ‎9/‎23/‎2018 - 0x80240034
When I look into this error code I seem to get the same results from a google search.
Also, I did download and use the Windows Update reset batch file from this site.
    I hope that helps.

    Suggested interpretation:
0x80240034 WU_E_DOWNLOAD_FAILED Update failed to download.

I'm assuming your previous fault finding efforts found nothing- please confirm.

*** just remembered, think I've seen something like this recently. Check this is set off:

    - if you find you change the setting, then try Windows Update again.

    You could try this:
    HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\WindowsUpdate
    - back up (export) the key
    - search for and delete WUServer and WIStatusServer in the right hand pane.
    - restart

You can try Tweaking.com's free cautious repair tool and select e.g. only repairs
    17, 26

Note it won't be that long until the next major build is released. Whilst you may have to upgrade manually (which is what I do anyway, as I wish to control the procedure by first updating my disk images (we strongly recommend disk imaging- eg. Macrium Reflect (free) ), once you have upgraded you will probably find this problem disappears, unless it's somehow external to your PC (ISP or DNS related e.g.).

So you may just want to wait a little longer and save yourself the effort.

Note: another option as a workaround is to use Windows Update Minitool (free)

    1) In the left lower corner search type: Winver
    a) Post into the thread the current Windows version and build.
    2) Open Windows updates > update history > post an image into the thread
    3) Open the Windows update troubleshooter > post an image of the results into the thread

Ok, thank you folks for your replies.

Delivery Optimization is off and those registry keys don't exist.
I downloaded Windows Repair 2018 from tweaking.com. I'm not sure I have the right tool.
    Item #17 is Repair CD/DVD missing/not working.
Item #26 is Set Windows Services to default Startup.
Were those item numbers the exact items you want me to run or just random numbers off the top of your head? Also, does that need to run in safe mode as the program tells you when it starts up?
The Windows Update MiniTool failed to install updates with the same error. (0x80070015)
There was a different error listed on the overall updated Failed list. 0x80240022)

Zbbok, The Winver resulted in the following:
    Version 1803 (OS Build 17134.285)

After running the Windows update troubleshooter were you able to run Windows updates?
Were the results different or the same?

    1) The latest Windows version and build is: 1803 (17134.286)

    2) Open administrative power shell and type or copy and paste:
    Get-WindowsUpdateLog

    3) View the desktop for the file > zip > post a share link into the thread using either: one drive, drop box, or google drive

    4) There are two log collectors: DM and BETA
The beta log collector is near the bottom of this webpage:
BSOD - Posting Instructions - Windows 10 Forums
Run the BETA log collector and post a zip into this thread.

    5) Open administrative powershell or administrative command prompt and type or copy and paste:
    6) sfc /scannow
    7) dism /online /cleanup-image /restorehealth
    8) chkdsk /scan
    9) When these have completed > right click on the top bar or title bar of the administrative command prompt box > left click on edit then select all > right click on the top bar again > left click on edit then copy > paste into the thread

Hello, sorry for the delay. Finding uninterrupted time is difficult sometimes. So late at night or early morning is my best opportunity.

Windows update is still failing exactly as before.

As for the latest Version of Windows, the Winver command produces the same Version and Build numbers as I listed earlier. Version 1803 (OS Build 17134.285)

Here are the files and data you requested:

    Windows Update Log Link:

    Beta Log Collector:
    log collector v2-beta15.zip

My session keeps threatening to time out so I will post the scan results in the next reply.

    - easy to find- hint was- Tweaking.com

You could just opt to do an in-place upgrade repair install which keeps all progs and data - sometimes it's just so much quicker to do that than trying repeatedly to fix problem that proves intractable.

    1) Open administrative command prompt and copy and paste:
    chkdsk /r /v

This may take many hours so plan to run overnight.

    C:\WINDOWS\system32>chkdsk /r /v
The type of the file system is NTFS.
    Cannot lock current drive.
Chkdsk cannot run because the volume is in use by another
process. Would you like to schedule this volume to be
checked the next time the system restarts? (Y/N)

    Type: Y
    reboot

    2) Use the txt and images in this thread to find the chkdsk report in the event viewer > copy and paste > notepad > post a share link into the thread using one drive, drop box, or google drive

    3) The log collector link was posted instead of the results of the log collector.
The results should appear on the desktop.
Upload the results from the desktop.
Run both the DM and BETA log collectors and post the results of each into the thread.
Use the txt and images in this thread in case there are any problems running the beta log collector: (post #5)
